RENEWABLE ENERGY GENERAL REGULATORY RULES AND PROCESSES (AUGUST 2015)

FILE EVALUATION:

A. Required Documents:
1. Title Deed/Cob + Side Plan
2. Layout Plan showing the location of the Building/Facility and Panels
3. Submission of EMO Visa Single Line Scheme in accordance with APPENDIX 1, (3 Pages)
B. The "Consumer and Load Table form" in ANNEX 3 and related information are prepared by the Regional Directorates

APPROVAL PROCESS AND SINGLE CONNECTIVITY CAPACITY

• Evaluating the Documents and Documents submitted during the Evaluation Process according to Kıb-Tek rules.
• In Special Transformers, Load Demands at LV (up to 200kWp) + MV level are limited to 2/3 of the Transformer Power (in Complexes with more than one side with Metering Unit, the total Installed Power is taken as basis instead of individual transformers) and MV level Determination of Connectivity Ratio according to the formulation in Annex 9.
• For LV level connections in the regions, connection capacities to local transformers have been determined according to the Table in Annex 8. If this rate exceeds 30%, the Planning - OG/YG Branch will be determined by the Regional Directorates. Informing the superior,
• Writing positive or negative KIB-Tek opinion to the relevant Ministry.

INSPECTION FEE

• Solar Energy Systems to be connected to the Electricity Grid at the LV level will be submitted to Kıb-Tek Control by the member of KTEMB (Cyprus Turkish Electrical Contractors Association) who has the EMO (Chamber of Electrical Engineers) Authorization Certificate who installed it.
• Determining the inspection fee based on the submission to Kıb-Tek of the "PRODUCTION PERMIT CERTIFICATE" obtained from the relevant Ministry and requesting it from the applicant according to the Tables EK4 for 1Ø Meters, EK5 for 3Ø Meters and EK6 for CT Meters and Metering Unit. (Applicable for connections to be made at AG Level)
• Completely filling out the "INVERTER LIMIT NOTIFICATION FORM + INFORMATION TABLE + STANDARDS" in APPENDIX 2, (3 Pages)
• The Control "APPROVAL FORM" in Annex 7 must be filled out completely by the Kıb-Tek Regional Directorates and submitted to the relevant parties

SAFETY MEASURES AND COMMISSIONING PROCESS

• For loads over 200kWp, connection is made at MV Level and the Project file is opened by the Regional Directorates and the current procedure is applied. Single line Diagrams are approved by Kıb-Tek during the project approval process.
• For loads up to 200kWp, connection is made at LV Level and Single Line Diagrams are approved by EMO (Chamber of Electrical Engineers). (Load Requests for Self-Consumption other than Residential are made according to Kıb-Tek Legal Installed Power and/or Table in Annex 8 is limited)
• Requiring the condition that the cutters of the GM type transformers of the Solar Power Plant have Circuit Breakers and selecting the Protection Relays to be used in a type compatible with Scada systems,
• Relays' communication with RTU is in Modbus, and RTU's communication with Kıb-Tek Scada system is in IEC 101 standard.

COMMISSIONING PROCESS:

• After the final reading of the Meter of the 1Ø and/or 3Ø residence, subject to the submission of the RES Certificate, and the completion of the procedure regarding the required tariff, the system is put into operation and the offsetting "Net - Metering" process is started.
• If the existing meters of the products that will be included in the RES Tariff are Mechanical, Kıb-Tek will replace them with Electronic Meters without charging any fee.
