INVITATION TO TENDER
KTEMB UNION BUILDING PROJECT DESIGN
Proposal and Service Requirements
1. Pricing by Discipline
The proposal shall be submitted separately for each of the following disciplines:
Architectural Design (including interior layout/furniture plan)
Structural Design
Mechanical Design
2. Pricing by Building Area
A separate quotation shall be submitted for each discipline based on the following building sizes:
2,700 m² (three-storey building)
900 m² (single-storey building)
3D visualization/rendering services shall be quoted separately.
3. Contract and Transfer of Copyright
A project design contract and a Design Authorship (Copyright) Transfer Agreement shall be executed between the parties.
4. Obtaining Institutional Approvals
The successful bidder shall be responsible for obtaining all required opinions, approvals, and clearances from the Department of Town Planning, the Municipality, the Telecommunications Department, KIB-TEK (Cyprus Turkish Electricity Authority), the Highways Department, the Fire Department, and any other relevant public institutions and authorities.
5. Building Permit Process
The architect shall be responsible for managing and following up the building permit application process. The services shall be deemed completed upon issuance of the building permit.
6. Project Approval Fees and Charges
All fees, taxes, duties, and approval charges required for the review and approval of the project by the relevant authorities shall be borne by the respective project designer/consultant.
7. Quantity Survey and Tender Documentation
For each discipline, a detailed quantity survey and bill of quantities shall be prepared. Material schedules, together with administrative and technical specifications, shall be submitted in a format suitable for preparing the tender documents.
8. Construction Supervision Services
The fees for construction supervision shall be clearly stated in the proposal. Supervision services shall be carried out actively and regularly throughout the construction period, including all necessary site inspections.
9. Revision Policy
If required upon completion of the design phase, revised drawings for all disciplines shall be prepared and submitted for approval by the relevant authorities.
10. Project Completion
Upon completion of the construction works, the necessary completion forms shall be prepared and submitted, and the final municipal approval procedures shall be completed.
11. Digital Deliverables
The completed projects shall be delivered in:
Three (3) printed sets; and
Digital format, including AutoCAD, PDF, and Excel files (.dwg, .pdf, .xls, etc.).
12. Meetings and Coordination
The first coordination meeting between the design office and KTEMB representatives shall be held within two (2) days following the signing of the contract, during which all project information and organizational matters shall be established.
Once the design work has commenced, meetings between the project team and KTEMB representatives shall be held at least once a week to review project progress, discuss functional requirements, evaluate design details, make necessary decisions, ensure coordination among all disciplines, and implement any required revisions. The drawings prepared shall be reviewed during these weekly meetings and revised where necessary.
13. Location and Schedule
a. Place of Service
The services shall be provided in Nicosia. The project site is located within the KTEZO Nicosia Industrial Zone (Kızılbaş).
b. Commencement Date and Duration
The anticipated commencement date shall be the date of signing the contract. All project designs shall be completed and delivered within 90 working days.
14. General Requirements
The project team submitting the proposal shall provide, at its own expense, all equipment required to perform the services, including computers, printers, and any other necessary tools.
The project team shall also be responsible for printing all project documents and submitting them to KTEMB.
The consultant shall exercise the utmost diligence in obtaining all required approvals and opinions from the relevant government authorities and professional chambers and shall ensure that all projects are completed within the specified timeframe.
